California Unveils Proposals for 'Green' Chemistry Program

The California Department of Toxic Substances released 818 proposals yesterday for crafting the state's fledgling Green Chemistry Initiative.

 

The effort is aimed at encouraging manufacturing and regulatory efforts to reduce or eliminate hazardous substances. The approach can include substituting known toxics in consumer products with safer alternatives and replacing natural gas with alternative fuels for some manufacturing processes.

 

Among key proposals for the California program: labeling consumer goods that contain toxic ingredients, training scientists and engineers in manufacturing sustainability, and sharing information with similar programs in Canada and Europe.

 

None of the ideas include proposals to ban or place new restrictions on existing chemicals or products, and there are no long-term budget projections.

 

California EPA will select proposals and send detailed recommendations for the program this summer to Gov. Arnold Schwarzenegger (R).

 

The Chemical Industry of California, an industry trade group, generally supports the program. The group's executive director, John Ulrich, said the key to the program's success is its reliance on "scientific integrity."

 

"Today's report by itself is not determinative," Ulrich said. "The next phase will become more challenging as the abstract becomes concrete and broad generalizations give way to specifics."
