Gov. Delivers Abbreviated State of State Address
Governor Arnold Schwarzenegger delivered a much abbreviated 2009 State of the State Address this morning during a joint Assembly and Senate session. Also in attendance were the state's constitutional officers, the California Supreme Court Justices and members of the State Board of Equalization.
During the brief address lasting approximately 10 - 13 minutes the Governor focused exclusively on the need to get beyond party ideology and resolve the state's budget crisis. Despite what he said were serious and good faith efforts to address the fiscal emergency resulting from a $42 billion deficit, the Governor said the state could be insolent in a matter of weeks. This has resulted in critical construction projects standing idle when they're needed most, and when people need jobs.
Referring to Republican and Democrat legislators alike, the Governor likened their actions to a type of conflict were for too long ideology has been rewarded and pragmatism has been punished. He said the people of the state expect the government to provide public safety, education, jobs, clean air and water, and electrical power in an efficient and economical manner; and he added they expect government to produce a sound and balanced budget. While providing virtually no specifics during his brief address, the Governor indicated the common good demanded that everyone would need to give-up something.
In what was perhaps the only definitive proposal, the Governor said he and the legislators should forego their salaries and per diem for every day the state fails to deliver a budget agreement beyond the constitutionally mandated dateline. His proposal was not met with enthusiasm, and the Governor made a glib remark to that effect.
